A refund is server-to-server — there is no page to click, so arm it here first. Applies to whichever gateway asks next: Stripe, JazzCash or EasyPaisa. succeed

Only succeed may end with the order refunded. The other three are all money that has not gone back — an order marked refunded off any of them is a customer still owed, with nobody looking for it.
